Charles,

What's wrong with plastic (HDPE, High-density polyethylene) gas tanks?
As long as they are DOT certified, they should meet all requirements,
for recreational boating (maybe not for OSHA but I don't bring my R22 to
jobsites).  Many are additionally CARB, EPA and ABYC certified.  It
should be noted that the EPA regs have just become much more stringent:
  Currently EPA and CARB are developing standards related to permeation
rates for above deck - portable / permanent fuel tanks, fuel hoses and
primer bulbs. These standards become law by 2011.
  The time lines for "low perm" tanks and accessories are:
    a.. Fuel Hoses; Jan 1,2009. Hoses must be certified in accordance
with CP-510 ( Perm rate equal or less than 15 g/ m2/day)
    b.. Self Sealing Cap (Portables); Jan 1, 2010. Cap must be certified
in accordance with CP-510
    c.. Primer Bulb and Marine Tank (Portable and Topside); Jan 1, 2011.
(Perm Rate for Primer Bulb equal or less than 15 g/ m2/day) (Perm Rate
for Marine Tank equal or less than 1.5 g/ m2/day) TP511 & TP512
