I have had a 4 hp 2 stroke and a 5 hp 4 stroke on my '87 R22 for 8 seasons 
in Quincy and MA Bay including open water trips to Provincetown and Salem, 
MA.  HP has always been adequate even w 4 foot seas and 25 to 30 mph gusts. 
I would go w the 6 hp Tohatsu for the best combo of power vs weight.  It is 
still light enough for 1 person to load it.

I am soon to an owner of a recycled Rhodes in N. C. to be kept on the
coast.

I do need to purchase an outboard.  The boat could take some longer runs
down the ICW under power.

I have read that 4-10hp is recommended.  I am thinking 8 hp.
