[Rhodes22-list] Yamaha Outboard is overcharging battery

My Yamaha T9.9 outboard is overcharging my battery (it reads 16.24 Volts at
the battery).  I changed the Rectifier Regulator (part number
6G8-81960-00-00) but it made no difference.  Is there some other part that
limits the output voltage or did I get a bad part from Yamaha?
Any thoughts?
