[Rhodes22-list] Correct Part?

Can anyone tell me if this is the correct type of cleat for this  
location?  It doesn't seem to hold the line real well.  The line wants  
to lift out.  This is on a thirty year old boat and the second screw  
holes leads me to believe it is not the original part.
