John,
What Ron says is correct.  They can be a bit of a pain to fix.  I had to replace mine since mine actually pulled out.  If it's just loose you may want to seal around it real well to prevent additional water intrusion.  Replacing it entails cutting into the cabin liner.  I'm not a epoxy guy, but perhaps there is a way to drill holes and inject epoxy into the area to secure it a bit.  There is very little strain on that stay, so it's not critical to the operation of the boat.  But a loose chain plate indicates the plywood is probably rotting or the screw holding the chain plate is rusting. - rob

Yes, I had this problem last year. The chainplates bend by 90 degrees and are secured under the plywood between fiberglass layers. The wood has probably rotted and needs to be replaced. More later.
