Stephen,
If I read this correctly, with 4 people on board your cockpit drain was under water.  No problem with that, depending on weight distribution on your boat.  With four people on my boat and the 9.9hp motor, the top of my cockpit drain will be at water level.  But with water in the laz I'm suspecting the hose that goes from the cockpit drain to the through hull.  Open the laz and take a look at the hose.  Get your head down in there and take a good look. The hose looks like a radiator hose and is held on by hose clamps.  Perhaps the hose is craked or clamps are loose. I would look at those before messing with the cap.  And how about the through hull for the sink drain?  Any way water can come in through that? - rob

Looks like previous owner used lots of sealant. I was sailing Tuesday w 4 on board & found cockpit drain slipping under water. Promptly pumped lots of water out of the lazerette & motored back. Pumped the bilge to almost dry. Returned Wed. night to find water up to carpet in cabin. Pumped almost dry (had heavy rains Tuesday nite/ Wed morning.  
Last night bilge only 1/2 full (no rain). But w no opening ports, I don't see where all the water came from. Also dryed the exposed cap gasket & found it wet a short time later. I will let you know what it looks like this A.M.
