Yes, the US Navigation Rules include the basics of the RRS giving starboard
tack rights over port tack and the leeward boat rights over windward.  But
the typical magistrate doesn't know starboard tack from broccoli.  A
magistrate is more likely to pass judgement based on the extensive Action
to Avoid Collision navigation rule that requires boats to maintain a safe
distance well beyond the imagination of the RRS.
