OK, hull speed is defined as the speed at which the wave formed by the boat
itself has the same wavelength as the boat length, so the boat is 
effectively
trapped in a wave of it's own making.  A boat exceeding hull speed a 
boat is effectively
climbing the water wall caused by it's hull wave.  The rule-of-thumb 
formula
is true only for deep water waves, where there is a definite relation 
between
the wave propagation speed and it's wavelength.  In shallow water waves
move at a speed that is determined by the square root of the water depth so
the hull speed relation is no longer valid.

At 7 knots the wavelength is 27'. A 22' boat is about 1/3 of the way 
from the
trough. If the bow wave is 6" (just a guess) then we are lifting a boat 
weight
of 3000 lbs about  2" or about 500 ft-lbs of work.
