No permit needed unless required by a municipality that may have a permit from the state to "administrate" moorings.  (such as the city of St augustine's mooring project) All you have to do is go outide of their permit area and stay out of the shipping lanes and obvious right of ways.  I would place a permanent i.d. Tag on your mooring anchor or auger in case an ownership dispute arises.
You can set your own or have a marine contractor do it for around $1000.
Dont let people tell you you cant do it.  State law protects our freedom and rights to sail our waterways.  Progressive government must back off!
