Graham,

The pictures aren't real clear but 1515 shows the clutch without the
"wingnut" and 1516 shows it with it.

After pulling the red double lines tight so the bottom of the rudder is up
against the boat, you simply tighten the wingnut which secures the lines and
keeps them from slipping.

The more tight the wingnut the harder it will be for the rudder to kick-up
if you go aground, but I suspect the lines would slip through the clutch no
matter how tight it is.
