It looks like some kind of internal plastic piece that fits inside the railing and holds it. I can't seem to find an internal piece, but you could always use a railing base if needed. - rob

So I am at the boat. It's defiantly not welded. It appears that the screw is held in the railing with a sealant of some type.

How do I fix it back into place so it can be screwed back into the deck.

I removed the screw by climbing in the v birth and unscrewing the nut.

Any advice?

Cheers
Ted

It's easy to unscrew the rail with a socket wrench. You may need to disconnect the wires that run up the aft starboard tube if you have a rail mounted bow light.
