Is this how the bow pulpits are attached on newer boats? This does not
   seem very sturdy.

It looks like some kind of internal plastic piece that fits inside
the railing and holds it. I can't seem to find an internal piece,
but you could always use a railing base if needed. - rob

So I am at the boat. It's defiantly not welded. It appears that the
screw is held in the railing with a sealant of some type.
How do I fix it back into place so it can be screwed back into the
     deck.
I removed the screw by climbing in the v birth and unscrewing the
     nut.
     Any advice?
     Cheers

     >> You should have no problem finding a metal shop in the Boston
area that can weld (TIG or MIG?) that piece with the bolt back to
the bottom of the tubing. It's easy to unscrew the rail with a
socket wrench. You may need to disconnect the wires that run up the
aft starboard tube if you have a rail mounted bow light.

whole thing didn't break since the mast was attached at the time!
