[Rhodes22-list] loose railings

Hello all ­ the pulpit and stern railings on my '76 Rhodes have become loose
in the stanchions. The stanchions themselves are solidly attached. I see two
rivets (?) on each stanchion intended to hold the railings tight. What tool
can one use to tighten these ­ if it is possible? Otherwise I'll drill the
rivets out, tap in some threads and use screws to tighten the railings. Any
advice gratefully received!
