I agree with Brooks. Where you want the best sealant but adhesion is
unimportant, such as bolted on hardware, butyl provides the best seal, lasts
forever, and is easy to apply with no mess to clean up or tubes that harden
before they are finished. If need be, the hardware can be removed easily.
Personally I dislike 5200/4200 except for underwater thru hulls where you
need both the sealant and adhesive qualities.

I have tried pasting the link that Brook mentions. Maybe it will work for
me. It is an excellent, detailed  and very persuasive presentation.

Best for above waterline is butyl rubber. 

Don't trust me - read this and see if it doesn't make excellent sense to
you. He says it lasts for decades, stays pliant, very mild adhesive, easy to
clean up. He's not very complimentary of silicon except for certain
plastics. And then there's "Devils Glue" - his name for 3M 5200.  It's an
excellent treatise on mounting deck hardware with a demo using plexiglass.
