Chris,

iNavX can import just about any kind of chart. http://www.inavx.com It can run on both devices iPhone and iPad. It can also act as a repeater using a wifi connection by transferring NMEA data over TCP/IP. In other words to can connect to other boat instruments like autopilot, AIS, speed, wind, and depth. Obviously, this isn't something we use on our small boats, but you could if you really want to. It's the full featured option and runs about $50 in the App Store.

It's simple to use and has tons of great features. It's comes with free Government charts, but you can buy Navionics charts as well. 

There are other chart-plotter apps (Garmin Bluechart) on the market with new ones coming out all the time. 

If I were you I'd buy a 64 gig IPad Air 2 or whatever the latest version is when you decide to buy. Now the question is, do you want wifi only or an iPad that has wifi and cellular data (4G LTE) as well. The latter has a built in GPS while the former will require a separate GPS device like a Bad Elf and Garmin GLO. These little devices give your wifi only iPad a GPS capability using Bluetooth. I've found my Garmin Glo to be highly accurate and I hear great things about the Bad Elf gizmo as well.
