[Rhodes22-list] Tongue-shaped flap in centerboard trunk gasket?

I attached 3 pics.
The first is a pic of the hoses in the slots when I first opened it. Has marine growth and barnacles. 
They are made from clear plasticc tubing you can buy at the hardware store but you  can also use a piece of 3/4” garden hose. 
The 2nd shows them out  and laying across the CB trunk. 
The 3rs shows them in the cleaned and painted trunk - ready to install the cap.

The only reason for an extra flap in that area might be for protection of the CB rising in its slots and hitting the cap which could crack the cap or break thru it.
