Slim,

I am not sure what a new one costs but I would fix or modify the old one as 
a back up even if I got a new one.  You could just shorten the rudder and 
use for the rare time the cockpit is full. When I revarnished my tiller a 
couple of years ago I steered with the small tiller from my Bantam. It 
requires a heavier hand but really not a problem.

There are a bunch of products out there for repair if you don't want to 
shorten. There is even cheap marine bondo. Just read the directions on the 
can. Wood is usually pretty easy to repair. As a back up it would not need 
to look perfect. Fix it first and if you don't like the way it turns out buy 
a new one. What ever you get make sure you keep Marine Varnish on that 
tiller. That is pretty bad rot, how does your rudder look? If my tiller 
looked the bad I sure would be looking hard for any other areas of rot or 
delamination.
