Bill:
Lying under oath in a court proceeding is the impeachable offense,
for which he was disbarred by the Arkansas Supreme Court. Perjury is
legally a high crime and high crimes are specifically stated.
If you recall, he was a lawyer in Arkansas, or have you forgotten.
I believe that his false statement was in civil lawsuit not directly
involving the intern. Using the White House intern was only a personal
ethics issue, and may not have been criminal since she was a consenting
adult.
However, lying under oath in a deposition is perjury.
Where is that new guy on the list, Sheldon? What is New York's
definition of perjury?

Addendum: "At common law, a willfully false statement in a fact material to
the issue, made by a witness under oath in a competent judicial proceeding.
By statute the penalties of perjury are imposed on the making of willfully
false affirmations." WordNet Dictionary
