Bill,

If you are saying that local governments have a good plan, Julie Anderson 
should have left sooner, taken a different route, and quit complaining then 
you agreed with me. I guess it depends on who Ms. Anderson is calling "we".

Sometimes I wonder how smart we really are. Without velvet ropes some 
wouldn't even know how to line up in a bank.  :-)

You said the levees in NO were built incorrectly. Why do you make this 
claim? The levees actually performed up to the limits of their design. No 
one said they would stand up to surge of Cat 4.
