The tongs on a fork lift sound about right, use two sheet of plywood,
one permently  mounted way back on the tong and another that you put
over the tongs once the coil is on it to compress is with slots cut to
get the bands/wire/wire tie around it. Beats me if it will work but you
might want to try to model any solution before you bid(i.e lay out an
100 yard the same way)

Heads up!!! When I was younger I hand some friend who love to lay out
the stuff, they would work one day and go out on computation for 6 moths
because the "wire" cut them up so bad. They always got the claim
thought.
