Wally,
     Good reply showing good reasoning to the nature of PERF's.  However,
you used one word that to me does not adequately state the best word for the
reason.
      Wally said, "PHRF adjustments are supposed to keep things 'fair'."  I
would say that the reason is to keep the race 'even' or on a level playing
field.  After the start then the race should be skill and luck to the
finish.
       And then Wally continued, "The goal is not to discourage people from
flying different 
sail plans. Why do you keep saying this?"  The answer is because as long as
we have known Bill, that is his style, his way of saying things.
