Bud,
They are actual cotter pins.  You do not bend them, however.  Instead, wrap the velcro around the turnbuckle several times and the velcro covers the pointy part of the pin.

Bill,
  are the scar pins actual "cotter pins" that you can bend, or are they 
solid steel pins?
I cannot tell from looking at the picture in the layline catalog.
