Bill,

I always carry oars as well.  (I have 2-piece oars that snap 
together--very convenient.)

I have a rule of thumb.  If I can't row through the wind and current I 
shouldn't be on the water.  The electric motor will move the dinghy 
whenever the oars will move the dinghy--but it will drain the batteries 
much faster than I will become exhausted.

The electric motor will spin at near 100% of its capacity as long as it 
gets full current.  As the battery drains the need for the oars becomes 
apparent.
