USCG first disctict reserves channel 16 for emergency calling only.  Chanel 9 is for hailing then switch to a working channel.  

USCG calls on 16 for emergencies, then switches to 21 for the full message.  

working channels hereabouts (yacht club launch, etc.) are usually 65, 68, 69.
