She never banned books nor did she actually ask to ban books.

She just asked what specifically what the procedure was for banning books
and then asked if the librarian would object.

She needs to be asked directly in this specific context what she intended.
Why ask about the procedure to ban books? Why ask if the librarian would
mind banning books?
