The cleat idea is a good one...

I'll be removing all of the deck hardware anyway since I plan on a new
paint job.

I did learn something working on the boat this weekend.... and it was
this.... if you mix two part epoxy, your phone will ring and it will be
important.  [?]Not sure how that works but it seems to never fail.
