Graham,

Handrails are not structural.

Plasteak and similar products are essentially a sawdust-epoxy mixture.  It
is stronger than plain wood for many non-structural applications, and the
big advantage is that it doesn't weaken by rotting.  You should use it for
the same reasons you sail a plastic boat.
