If the top of the screw is close to the surface , you could shave the
plastic around the screw with a utility knife just enough to get a set of
vice grips on it to back it out. Then use washers to shim back up to
original.
 The other option is to get a left handed drill bit one size smaller than
the screw, chucked into a drill running slowly in reverse. Center punch
the top of the screw in the dead center. Drill slowly in reverse, once
you start to remove metal, press hard on the drill to try to get the
drill bit to catch in the screw , and back it out. If you can't get it to
catch, try a smaller drill bit , and drill down about 1/8  of an inch,
then put the bigger drill bit back in, place in the divot, and press hard
while slowly pulling the trigger. Good luck!!!
